Configure Crow to authenticate with its stored SSH key and force builds onto
the remote builder. Keep local use of the flake build wrapper unchanged by
default while allowing CI to disable local build jobs.

Build directly against the remote store so short-lived Crow runners do not
copy complete build closures locally. Preserve the build wrapper's local
default while allowing CI to pass remote-store options through to Nix.
