Easthampton PD has a financial account that receives money from civil forfeiture (e.g., drug arrests), and they're able to use this money to purchase things without scrutiny from other parts of the government. They originally used civil forfeiture money to pay for Flock Safety cameras.

It would be interesting to request bookkeeping records for the civil forfeiture accounts and track the balance, inflows, and outflows.
